Adoption is an industry, and agencies are businesses who hire adoption officials that graduate schools where transracial adoption isn’t part of the curriculum.

If there’s not a financial incentive to educate and support a transracial adoption community, then there’s no motivation to train the adoption officials in transracial adoption issues.
